BBC Wales has said the legislation is unlikely to be introduced before 2024 and could be later.
Finance and Local Government Minister Rebecca Evans said: “Our intention is to establish a sense of shared responsibility between residents and visitors, to protect and invest in our local areas.
“By asking visitors – whether they have traveled from Wales or further afield – to make a small contribution to the preservation and improvement of the place they visit, we will encourage a more sustainable approach to tourism.”
Under the proposal, each individual municipality could charge its own rate for the tourist tax.
