The Transport and Salried Staffs’ Association has gathered staff on multiple networks for union action.
Employees of Avanti West Coast, CrossCountry, East Midlands and West Midlands trains can all go on strike as members vote in favour.
While strike action is not yet certain, it could happen just before or during the Commonwealth Games in July.
The union also sent a notice to 6,000 Network Rail employees, giving them the chance to vote on a walkout at the end of July.
They can vote from June 20 to July 11, and if they pass, they can strike from July 25.
